Zemmouri: The 'New Inhabitance Permit' Requirement Acts as an Obstacle to Benefiting from the Direct Housing Support Program

By حزب الاتحاد الدستوريNov 9, 20232 min read

Mohamed Zemmouri, a Member of Parliament representing the Constitutional Union party, stated that the requirement for a new inhabitance permit ("permis d'habiter") obtained during 2023, imposed by the Ministry of Urbanism and Housing, will deprive a large segment of citizens wishing to benefit from the direct housing support program, set to launch on January 1st.

In a press statement to the television channel "2M", Zemmouri explained that apartment prices will double for buyers due to the mandatory "new inhabitance permit." This will create a difficult situation for sellers who obtained the permit prior to 2023, even though their offered apartments are newly built and have never been lived in.

Zemmouri urged the Ministry of National Territory Planning, Land Urbanism, Housing, and City Policy to review the "inhabitance permit" condition and to retain the option of using older permits to qualify for direct support, while emphasizing that the property must only be sold for the first time.

The Minister of National Territory Planning, Land Urbanism, Housing, and City Policy had previously revealed that the Moroccan government will begin granting new financial support to Moroccans seeking to acquire a primary residence.

During a press briefing, the Minister clarified that the support amount reaches 100,000 MAD for purchasing a housing unit priced below 300,000 MAD, whereas for housing units priced between 300,000 MAD and 700,000 MAD, the support amounts to 70,000 MAD.

She added that the program implements the directives of His Majesty King Mohammed VI, covering the period between 2024 and 2028. It aims to renew the approach to homeownership assistance and support household purchasing power through direct financial aid to the buyer.

Eligible beneficiaries include Moroccans residing in Morocco or abroad who do not own a property in Morocco and have not previously benefited from any housing assistance.

The Constitutional Union places employment and purchasing power at the heart of its electoral platform.

On September 7 in Casablanca, the Constitutional Union (UC) launched its platform for the 2026 legislative elections, prioritizing job creation, purchasing power, and productive growth under the commitment "A Productive Economy, More Job Opportunities, and Stronger Purchasing Power." Key Challenges Addressed: Secretary-General Mohamed Joudar highlighted that ~2.9 million Moroccan youth are currently not in employment, education, or training (NEETs), alongside inflation pressures and market intermediaries driving up living costs. Core Proposals: Align vocational training with market demands and support first-job access for youth. Improve the business climate, expand financing for SMEs/startups, and combat monopolies and rent-seeking. Strengthen market competition and supply chain transparency to curb inflation rather than relying solely on temporary price fixes. Combine private initiative with strategic state oversight to ensure growth benefits all social classes and regions.
