Hassan Abyaba: "Morocco Has Settled the Matter and Will Not Wait Indefinitely on the Moroccan Sahara Issue"

By حزب الاتحاد الدستوريOct 12, 20242 min read

In a commentary provided to news outlet Télexpress following the Royal Address delivered by His Majesty King Mohammed VI at the opening of Parliament (October 10, 2024), former minister and political analyst Hassan Abyaba noted that the Sovereign dedicated his speech exclusively to foreign policy and the Moroccan Sahara, highlighting diplomatic gains achieved under Royal constitutional leadership.

Transitioning from Dispute Management to Paradigm Shift

Mr. Abyaba highlighted the core statement from the Royal speech: “In managing the issue of our territorial integrity, we are shifting from a phase of management to a phase of change, internally and externally, and across all dimensions of this file.” According to the analyst, this statement carries profound implications for the near future, indicating that Morocco will not wait indefinitely and sending a clear message to all international stakeholders, including the United Nations.

International Endorsements and Global Consensus

Dr. Abyaba underlined the significance of the King’s expression of gratitude to France for recognizing Morocco’s full sovereignty over its Sahara and endorsing the Autonomy Plan. France's stance is particularly impactful given its deep historical knowledge of the region's territorial borders. Combined with earlier recognitions from the United States and Spain, alongside the opening of Arab and African consulate generals in Laayoune and Dakhla, this reflects an expanding international consensus.

Atlantic Strategic Initiatives and National Advocacy

Furthermore, Mr. Abyaba explained that mentioning strategic continental endeavors—such as the Nigeria-Morocco Gas Pipeline and the African Atlantic States Initiative—underscores their geographical connection to the Moroccan Sahara, rendering their execution an implicit international and regional recognition of Moroccan sovereignty.

Concluding his analysis, Dr. Abyaba noted the Royal call urging political parties, official institutions, and civil society to upgrade their political capabilities and actively drive proactive parallel diplomacy to defend the National Cause globally.

The Constitutional Union places employment and purchasing power at the heart of its electoral platform.

On September 7 in Casablanca, the Constitutional Union (UC) launched its platform for the 2026 legislative elections, prioritizing job creation, purchasing power, and productive growth under the commitment "A Productive Economy, More Job Opportunities, and Stronger Purchasing Power." Key Challenges Addressed: Secretary-General Mohamed Joudar highlighted that ~2.9 million Moroccan youth are currently not in employment, education, or training (NEETs), alongside inflation pressures and market intermediaries driving up living costs. Core Proposals: Align vocational training with market demands and support first-job access for youth. Improve the business climate, expand financing for SMEs/startups, and combat monopolies and rent-seeking. Strengthen market competition and supply chain transparency to curb inflation rather than relying solely on temporary price fixes. Combine private initiative with strategic state oversight to ensure growth benefits all social classes and regions.
