Assal: The Government Has Two Primary Options: Controlling Expenditures or Developing New Financial Resources

By حزب الاتحاد الدستوريOct 1, 20181 min read

In a report covered by the newspaper Rissalat Al Oumma, academic and Constitutional Union (UC) party member Saïd Assal addressed the vulnerability of Morocco's financial and microeconomic balances during the 5th edition of the "Master Class" series.

Assal argued that in drafting the 2019 Finance Bill, the government must prioritize the long-term sustainability of public finances by executing a strategy built on two main pillars:

  • Strict Expenditure Control: Managing public spending that exerts mounting pressure on state budget planning and feeds fiscal deficits.

  • Generating New Revenue Streams: Developing innovative financial resources without dampening economic momentum, while providing market confidence through tailored tax incentives for businesses and policy measures to raise household purchasing power.

Assal based his critical assessment on the mid-year execution data of the 2018 budget through August of that year, noting that forecasted deficits were directly dampening the national economic growth rate compared to the previous year.
