In a report covered by Rissalat Al Oumma, Dr. Ahmedou El Baz, University Professor and Political Bureau member of the Constitutional Union (UC), outlined the core socio-economic priorities of the 2019 Finance Bill during the 5th "Master Class" session.
Dr. El Baz noted the unique multi-year character of the 2019 Finance Bill, which sets a three-year fiscal framework in compliance with the Organic Law on the Finance Act (LOLF). His analysis covered several strategic pillars:
Policy Context & Royal Directives: Budgetary planning incorporates the execution review from the first half of 2018 and directly addresses the directives outlined in the two Royal Speeches delivered during the summer of 2018. These speeches prioritized mitigating social vulnerabilities and fostering youth inclusion in economic and political life.
Social Sector Reforms (Education & Healthcare): Key spending priorities focus on educational reform (supported by the framework law on education) and comprehensive healthcare restructuring, beginning with the immediate reform of the RAMED medical assistance program.
Employment, Social Dialogue & Youth Integration: Calling for a institutionalized culture of continuous social dialogue, Dr. El Baz highlighted youth unemployment, which exceeds 40% in urban areas. He stressed the need for tailored public responses to digital-era youth engagement, framing the reintroduction of mandatory military service as a structured mechanism for civic engagement and skill acquisition.
